Mission:
 
The President's Advisory Council for Access/Equity & Opportunity shall exist to provide advice and guidance to the President of Horry-Georgetown Technical College in promoting a collegial environment that values diversity and inclusiveness; in identifying barriers to successful enrollment of students and recruitment and retention of faculty and staff; in positioning the College to be an active participant in the development of the community and region; and in fostering learning and understanding about ethnic, gender, religious and cultural differences and physical challenges.

Purpose:  The President's Advisory Council for Access/Equity & Opportunity shall address the following Purpose:

To assess the environment of the College and identify strategies to promote a collegial climate that values diversity and inclusiveness;

To assess minority community higher education needs and identify College programs and services to address those needs.

To assist in the development of strategies and identification of resources to recruit and retain students, enabling a diverse and inclusive mix representative of the region served;

To assist in the development of strategies and identification of resources to recruit and retain faculty and staff, enabling a diverse and inclusive mix representative of the region served;

To assist in assuring a multi-cultural campus environment and perspective, consistent with the global society, and promoting multi-cultural programming;

To assess opportunities for the College to provide additional outreach and extension services to groups and associations within the community for the betterment of the community and region; and

To assist in the development and coordination of an annual Access/Equity and Opportunity Conference sponsored by Horry-Georgetown Technical College and preparation of the Affirmative Action/Equal Opportunity Plan.

 Membership: The President's Advisory Council shall be composed of nine to twelve members appointed by the Horry-Georgetown Commission for Technical Education upon recommendation of the College President.

The members appointed shall represent the rich and diverse mix of the populations served by both Horry and Georgetown Counties and shall normally serve two-year terms.

Members shall be appointed annually by the Area Commission at the regularly scheduled June meeting or to coincide with vacancies that may exist in the membership.

The College's Affirmative Action/Equal Opportunity Officer, Vice President of Student Development, Director of Human Resources and others, as deemed appropriate by the College President, shall serve as ex-officio members of the President's Advisory Council.

 Officers: Annually, or as otherwise determined by a majority vote, the President's Advisory Council shall elect its own Chair and Vice-Chair from the membership, exclusive of ex-officio members.

The Chair shall serve as presiding officer, and the Vice Chair shall serve as presiding officer in the absence of the Chair.

 Meetings: The President's Advisory Council shall normally meet monthly, or as determined by a majority vote and at a place and time determined by the membership.

 Operations: The President's Office shall provide administrative support for the President's Advisory Council and shall maintain the minutes, files and records of the President's Advisory Council meetings.

The College President, Affirmative Action/Equal Opportunity Officer, and others shall be expected to report at each meeting on progress toward accomplishment of the Affirmative Action/Equal Opportunity Plan and other measures of achievement of the Purposes of the President's Advisory Council.

Annually, as determined by the Area Commission, the members of the President's Advisory Council shall be invited to a joint meeting to review goals and progress toward the accomplishment of the Mission and Purposes of the President's Advisory Council.
